What if I know a card is used fraudulently but the acquirer has not blocked it?

The acquirer will not be able to give you additional information so that you may verify the account holder's details, because they assume the cards are valid, otherwise they would not have authorized the transaction.

However, you could try to block the delivery at the post office, provide them with a history of transaction data that is very typical for a fraudulent transaction.
